You could decrease the damage substantially if it multi hits, or make the initial hit large and the subsequent hits smaller. Currently it serves as a worse version of mud flow that costs more chakra and SP for slightly increased width. At 5k chakra invested, which takes about a minute and a half, it deals 9k damage, with 10 PP and max Con, the difficulty of landing it added to the fact that it costs substantial payoff to get any sort of damage combined with its inability to be comboed makes it undesirable. Maybe allow A and F while charging.
